It is a landing operation panel (LOP) push button used on elevator call stations found on every floor of a building. It lets passengers tell the lift which direction they want to go (up or down) before the doors even open.
This button sits on the outside of the lift doors at each floor (the landing). It is part of the elevator call button system and works with the internal controller to send the correct signal to the lift car.
